Key Differences Between Medicare AEP and OEP

Signs for 2 different options

Medicare provides health coverage to millions of Americans, but understanding its rules and enrollment periods can be challenging. Two of the most important times for Medicare beneficiaries to review and make changes to their coverage are the Medicare Annual Election Period (AEP) and the Medicare Advantage Open Enrollment Period (OEP). While these periods are often confused, they serve distinct purposes and have different rules.

The Medicare Annual Election Period (AEP)

The Medicare Annual Election Period, commonly referred to as AEP, runs from October 15 to December 7 each year. This period is open to all Medicare beneficiaries, whether they have Original Medicare or are enrolled in a Medicare Advantage plan. AEP is the most comprehensive enrollment period because nearly everyone enrolled in Medicare should be taking advantage of this window.

During AEP, you can enroll in a Medicare Advantage plan if you’re currently using Original Medicare, or you can switch from one Medicare Advantage plan to another. You also have the option to drop a Medicare Advantage plan and return to Original Medicare, with the ability to add a standalone Part D prescription drug plan if needed. If you’re satisfied with Original Medicare but want to change your Part D plan to one that better fits your medication needs, you can do that as well.

This period is crucial because Medicare Advantage and Part D plans and premiums can change annually, and what worked for you in the past may no longer meet your needs. Providers may leave networks, premiums and copays can increase, and coverage for medications can shift. Reviewing your Annual Notice of Change (ANOC) document, which outlines plan changes for the upcoming year, is an essential step to ensure your coverage will still work for you.

A common mistake during AEP is assuming that sticking with the same plan is always the best choice. Many beneficiaries fail to compare their current plan with other available options, potentially missing out on better coverage or cost savings. Taking the time to review your needs and explore your options during AEP can help you make informed decisions that benefit you throughout the year.

The Medicare Advantage Open Enrollment Period (OEP)

The Medicare Advantage Open Enrollment Period takes place from January 1 to March 31 each year. Unlike AEP, this period is exclusively for individuals already enrolled in a Medicare Advantage plan. Its purpose is to provide a second chance for those who may be dissatisfied with their current plan or whose circumstances have changed since they initially selected their coverage.

During OEP, beneficiaries enrolled in a Medicare Advantage plan can switch to a different Medicare Advantage plan. This is especially useful if you’ve found that your current plan isn’t meeting your needs – whether due to costs, provider networks, or other factors. You also have the option to leave your Medicare Advantage plan entirely and return to Original Medicare. If you choose this route, you can add a standalone Part D plan to ensure your prescription drug needs are covered.

However, there are limitations to what can be done during OEP. You cannot use this period to switch from Original Medicare to a Medicare Advantage plan, nor can you make changes to a standalone Part D prescription drug plan unless you’re switching from a Medicare Advantage plan that includes drug coverage. These restrictions make OEP more focused in scope compared to the broader flexibility of AEP.

The Medicare Advantage Open Enrollment Period is a valuable opportunity to reevaluate your coverage early in the year. By this time, you may have had a chance to use your plan and identify any shortcomings. If your current plan isn’t working as well as expected, OEP allows you to make adjustments to ensure your healthcare needs are properly met.
